And as Josiah turned himself - This verse is much more complete in the Septuagint, and in the Hexaplar Syriac version at Paris. I shall give the whole, making a distinction where, in those versions, any thing is added: "And as Josiah turned himself, he spied the sepulchres that were there in the mount, and sent and took the bones out of the sepulchres, and burnt them upon the altar, and polluted it: according to the word of the Lord which the man of God proclaimed [when Jeroboam stood by the altar at the feast. And turning about, he cast his eyes on the sepulcher of the man of God] who proclaimed these words." See 1 Kings 13:2 (note), where these things were predicted, and see the notes there.

Barnes's 2-kings 23:16 Bible Commentary

To burn human bones was contrary to all the ordinary Jewish feelings with respect to the sanctity of the sepulchre, and had even been denounced as a sin of a heinous character when committed by a king of Moab Amos 2:1. Joshua did it, because justified by the divine command (marginal reference).
