The statement that God doesn't love us the same when we're not obedient as when we are obedient would have to be based on an understanding that God's sovereignty does not come into play here. If only by the blood of Jesus, those chosen before the foundation of the world, known beforehand the life of sanctification to be endured, is there anything in us apart from Him we can do? It is God alone who works in me. If it were left to me I would fail miserably. This statement implies that we have the ability to choose to be obedient. We can only choose to say 'Yes and Amen' to the work of the Holy Spirit to change us. Only one thing is left to us. After He has called us, we must confess our depravity and inability, pick up our cross daily, and ask for His Spirit to change us.

The answer to the question is no. As a creation we are loved and cared by God in the same way. But God definitely loves Israel and His Church in special ways, different from general other entities. It's the message throughout both the OT and NT Bible. God is good, faithful and sovereign in how He chooses to love anyone. It is His general grace to love us, a transgressed Adamic race; and it is His special grace to choose to bestow His redeeming love to us - those who trust Him by faith, the true Israel and His Church.
