In 1984, Bob Burger arrived in Knoxville, Tennessee with only $25.00 and two changes of clothes. Soon after his arrival Bob met Preacher Tom Coulter who helped Bob get on his feet.

After 2 years of growth and service, Bob and his wife Mary formed Highways & By-Ways Ministry. Their Goal…. to help street souls in the Knoxville area: one-on-one under bridges, beside railroad tracks, in local grave yards, and in homeless camps.

Every year since, Preacher Bob and his Highways and By-Ways Ministry have served thousands of Knoxville's homeless with food, water, warm clothes and blankets, medical supplies, shelter, hope and love.

They do it without grants or a huge staff. Just Preacher Bob, a small group of volunteers, and God's guidance.
