The movie is set in Raymond, California, a once prosperous town that has hit hard times. An ambitious politician wants to turn around the town's fortunes with a casino, and he wants to build it on the grounds of Henry Maxwell's church. Five years after his pregnant wife and young son are killed in a tragic car accident, Pastor Henry Maxwell sets set out to make a difference.
