Saudi Cleric defends the practice of punishing criminals wit

This clip shows the logic that a Saudi Cleric uses in endorsing the barbaric practice of punishing criminals by cutting off their limbs. He claims that this is the practice of protecting the innocent while punishing the criminals, accusing the West of doing the opposite. What the West though is prevent cruel and unusual punishments from happening to fellow human beings and protecting all innocents until they are proven guilty.
