After the dedication of the Lords temple God appeared to Solomon at night and said, "I have heard your prayer and have chosen this place for myself as a temple for sacrifices. WHEN I SHUT UP THE HEAVENS SO THAT THERE IS NO RAIN, OR COMMAND LOCUSTS TO DEVOUR THE LAND OR SEND A PLAGUE AMONG MY PEOPLE, if my people, who are called by my name, will humble themselves and pray and seek my face and turn from their wicked ways, then will I hear from heaven and will forgive their sin and will heal their land. (2 Chronicles 7:12-14)
The reason I capitalized this part of the passage is to highlight the fact that God told Solomon future judgments that was going to occur. Verse 13 begins with the word WHEN, that is as if to say "every time, at or during the time" I shut up the heavens etc. Verse 14 is often quoted as a way to call Christians to repentance, this is good but we must first see the consequences if we do not humble, pray and seek.
